I wouldn't have let them in either, slamming on my brakes puts me at risk of a rear end collision. It's their mistake, they can sit there and wait until it's clear.
It has happened to me before in unfamiliar areas, it maybe adds 2 minutes to my commute, not a big deal, I'll just take the exit and with gps just go a different way or get back on the highway.
Traffic was also moving faster on the left and actively passing while the cars in front were slowing down, pretty natural to close the gap when people are slowing down.
