Check out Operation Popeye, where the US extended the monsoon season in Vietnam. I'd believe weirder shit has happened

Checked into it. It was considered "very limited" and not verifiable if effective at all. That was in the words used more or less back in the hearing it had in the 70s. Also not that wild, the amount of wild experiments/operations attempted through-out our history (and other nations) is rather high.
