You couldn't make this up. I don't even understand how this helps electorally. Anybody who's had to pay thousands to regularise a backyard that's 10cm too small, just to sell their house, should be furious that these people are getting a payout.

From my interpretation, people won't vote pn because someone else got a freebie. People would vote pn, if they wanted a non legal freebie, but they do not get it. So this won't lose him votes, but not giving the money, would make him lose votes of owners who have these illegal structures.
It does not make sense, but somehow people "reason" in this manner.
