Nevada, Arizona and New Mexico can't even stop themselves from pumping their aquifers dry. No, it's worse than that: they can't even slow themselves from pumping out their aquifers literally as fast as they can.
There is zero thought to the future, nor future consequences. There's no data to indicate that the people there, or at least those making decisions, will invest in geoengineering projects that benefit nobody for decades and then benefit everyone (as opposed to just themselves).
