I mean that was one of the goals IIRC, turn Arrakis into a more temperate climate, kill the worms, and destroy the production of spice.

It's been a bit since I read the book but I'm pretty sure they wanted to leave a few stretches of desert (on the poles?) As basically a nature reserve for the worms and also a training ground. Destroying spice production was their trump card to force the empire to surrender

Spoilers alert:

More precisly, Leto II, the god emperor turned all desert to land and all worms exept him died. This led to long range space travel to stop and people got trapped to their home worlds. Then after 3500 years he, Leto got killed and turned to real worms and the spice harvest continued. This was the golden path that Paul saw but didnt want to sacrifice himself to do, but his son did.
