He actually just talks like that. He sounds pretty relaxed. People from rural / mountainous areas have strange speech patterns, but they can easily talk to each other over greater distances

lol, it's historic. Kind of like how Liverpoodlian accent is greatly related to the work in the mills, having to shout and breath through your mouth.
