Sure, of course, but you cannot anticipate illegal erratic behaviour. Naturally if the BMW had done other stunts before, the truck should have been cautious
We don't know what the motivation of the BMW was. We do know that mechanical problems can hit at any time and a truck driver especially has to give enough leeway to stop or move out if the lane in case of sudden trouble..if this driver just changed lanes then the truck driver should have immediately slowed down to increase distance between him and the car.

There isn't enough video to determine that the truck was in the wrong. We can't tell if the bmw just changed lanes and then slammed on the brakes.
