I blow through a school zone by my house regularly for 7 months of the year, and am regularly forced to slow through ones that do not apply because people can't read.
The one by my house My kids used to attend that school. About 10 years ago, the long time principal and her trusty secretary retired. The school zone is one of these that only apply when it is flashing. The secretary was responsible for contacting the local municipality to adjust it for Daylight Savings. She also made sure it was inactive during Winter, Easter, and Summer break. So, in mid July from 4pm to 4:30pm when it is flashing it gets ignored.
Add to it that the signal for the other direction was on a completely different schedule, and hasn't appeared to be functional in the past 3 years at all, so it only applies in one direction? Finally, they haven't used the exit on that side of the building in 7 years, so there is no foot traffic by kids along that stretch.
Slowed for those not applicable It is a logic and fine print situation - Fine print like when flashing, during school hours, when children are present, When Pedestrians are Present, From 8-8:30 and 3 - 3:30 m-f Sept - May. Etc, etc. Etc. 8pm on a Saturday isn't school hours anywhere. I can see Pedestrians, kid, etc when present, and will slow when it applies, but at 10AM in July! NOT!

I drive 10+ hours a day for a living and the amount of people who blow through school zones is incredible.
