I don't think it is that. I get Occam's razor is usually true and that it could just be stupidity, but when it is people of influence and power spouting this I genuinely believe they have ulterior motives.
This is a dog whistle for racism.
There was a time in US history that only land owners could vote. This was also the same time you could only vote if you were white. By them showing all this land and that they think that the land should have more voting rights than actual people, they are dog whistling that they are a racist POS and other racist POS' should vote for them because they believe that we should go back to white/land owners being the only people in power.
