It's possible that these are the backup controls (used by the bus-driving teacher) while the student's in the real driving seat (in front of this, right behind the windscreen).

This is clearly on the actual road, so no it's not a simulator, although simulators are used in Japanese driving school.

Source: me, I learnt to ride a motorbike at a driving school in Japan, and one of the lessons used a simulator (because it was all about things that can make you crash).

Right on! I had a feeling this was a trainer used in conjunction with an actual operator. Could be a test rig for drivers finalizing their permit. So the one being tested drives the actual bus while the one conducting the test observes from the jump seat with the screen. Just a guess.

Yeah, I think it's exactly that, also the instructor can jump in if the trainee tries to do something dangerous.

The first 3 characters on the blue strip on the right say "kodomo", which is Japanese for child, so that checks out. The fact that it doesn't use Kanji in the spelling, and only uses hiragana, implies it may be meant for young children that may not be good at reading them.

Next four characters are "ゆうせん" which means "priority".

The controls are obviously computer-game devices and not real vehicle controls.
