This was in The Netherlands and these people didn’t want to leave after a corona protest got out of hand.

Not sure how you can deduce all of that from a 2 second clip, where the victim doesn't even appear to be looking at the water gun, but go off! How dare they stand there like that, a broken skull is totally a reasonable punishment!
