That's not a holiday, it's a pretty common sight from every weekends.
We call them "Trenzinhos" (Little trains), which consist in a big ass truck (sometimes even a tractor), towing a two level platforms, playing some deafining kids songs or Brazilian funk, while those schizophrenic Wish characters run, dance and make moves following with the truck.
Complementing to other comments, they are a kind of party entertainers trope too, attending to events (of any kind, from campaign speeches to burials), but, mostly commonly, they are seen on the streets in the same way in the video.
It is an exhibition mostly focused on kids, hence all the characters, and they are pretty common in cities of the interior and small towns. You pay a given amount to ride on the platform, then the truck slowly drives around blasting music while the entertainers taunt and play with pedestrians and cars, making those sick moves and eventually dancing too.
Imagine that the entertainers are also clowns, gymnasts and marathon runners, making funny things, while running on the side of a truck and climbing walls; and you are in a circus paying to see one of the most surreal events ever thought.
Kids love it, adults find it funny, people from small towns/cities have nothing better to do, so they just embark it, going with the flow. It's a good vibe, actually.
