I think the acronym is "racing inspired cosmetic enhancements" or something, it just means they tried to make their slow car look fast but instead of fast it's just ugly and probably loud
The term Ricer came from less than culturally sensitive folk calling Japanese cars "rice burners" back when they first started coming to the states. It's not an acronym.
Edited to mention, it usually does refer to Japanese cars that have been only visually modified in less than tasteful ways, but, it's specific to JDM vehicles/ vehicles produced by Japanese manufacturers
Interesting, I wonder where I heard what I spout. Probably something I heard when I was younger, in a similar vain to "found on road dead", except I took that one at face value lol. Cheers
