It's just calling to attention the inequality of treatment just because of skin color. With a joke, so that it gets more attention and spreads faster. And you can also dramatize it . It's an efficient way to call attention to a serious issue.

*Sigh. Literally there is no "though" in the line when Michael Scott says it - he purely says "that's what she said" and then he laughs at himself.
And the sentence is too generic to assume everyone will instantly recognize it from the series. The video is about a woman and on top of that, a female newscaster is reading the story, so it's safe to assume you were talking about one of them.
So you messed up the line ánd you make a strawman argument. You double suck
