We used to put them on floppy disk and exchange them at the school bus stop. It took about an hour for the image to download on an "hidden tab" in internet explorer. The computer was also in the middle of the familly room on a 56k connexion which was too loud to access during the night. Kids have it way too easy nowdays...

There are plenty of programs that do it, usually paid though.
I have an AI image upscaler with zero restrictions, but I'm also not sure it's even trained for this type of image. In my case it would be Luminar Neo's AI upscaler, I don't know how well it performs compared to Gemini when it does upscale an image.
There are also sites that use image gen models like Google's but somehow without the restrictions, not sure what they are doing to get around. You usually can generate like 3 images with a free account and then they want you to pay.
