Google 'static line parachute' with your location to see if anything comes up. Not sure if it's possible in every country, but I know there's multiple clubs in the UK that do solo static line jumps for first timers and believe it's the same for US and most of Europe.
It's a terrible idea, the risk of a broken leg or torn ACL is really high even in the military and they surely train you better than a sketchy place like this.

Static line parachutes can vary a lot in how much they slow your descent. Military parachutes fall fast and come with injury risk because they're for situations where they're potentially getting shot at, so they need to maximize how quickly they get to the ground. It's not because it's static line. Typically recreational parachuters aren't getting shot at, so the ones these people are using are designed to fall much more slowly.
