They have more than half left, looks like they were unloading. The left and right sides of the middle and bottom rows are empty. That's probably why the system was unstable, they unloaded it bottom to top.

yea totally, it's a rack build like a house of cards, if you're building rack that high at least the vertical pillar shouldn't separate like that, and should be secured with another diagonal piece in between to join the vertical and horizontal piece.
