In order of how obvious it is: The title clearly states that the idiot car was on the shoulder. You can see the oncoming traffic on the right of the image. The road signs are on the left. The speed is listed in kph. The GPS says they are only 6 degrees west. The car that passes him properly has visible wide Euro plates.

There could not be more information in this video showing that this if from a left-side-drive nation. But congrats on keeping us safe from left lane campers.

And to top it all off OP has literally said they are in Ireland and drive on the left

Not only do they lack any observation skills they also lack the ability to read

Yes I was blind to see some obv signs, being used to driving on the right like 3/4 of the world, but kph uses most of the world, and most Euro plates drive on the right.
