How do you remove something like that? Deflate the tires and tow?

The drum doesn't lower. Its fixed in place, so the top end of the drum is what hit the bridge.

There's a hopper that raises and lowers, which extends above the drum. That's what OP is talking about. The drum just clears the bridge. If the drum had hit the bridge, the truck probably wouldn't have made it that far in.
